Case Studies
Strategy for Growth
FOS was commissioned by a multi-billion revenue FM company to help them form a strategy for growth for the next 5 years in 3 of their divisions, following acquisitions.
FOS worked with the Executive Board of each Division to understand the proposal, joint offers and the growth targets for the Group and the component parts. A development tools was initiated that brought focus to the targets and how they could be achieved. Joint strategic working groups were established to bring the stakeholders within the Group to a similar understanding of the strategy and where individuals would be expected to deliver, with their existing and new customers to meet the growth aspiration.
From the initial group workshops a pipeline of opportunities has been established that will meet the targets. New sectors are in the process of being identified and, crucially, how to break into the markets and the barriers to entry identified and a plan to break into these areas. In some cases, the plan is organic but in others acquisition has been identified as the quick and most efficient way to break into the market.
Outcomes
- Clear strategy for growth with individuals knowing their part in the plan
- A pipeline of opportunities to target
- Acquisition targets to investigate and prosecute for capability, capacity and new market entry
- A resourcing plan with a timeline to deliver growth
- All internal stakeholders are on the same page
Delivering Publications
FOS was asked to help deliver a military doctrinal document for use on operations with the Royal Engineers. FOS was known for its capability in delivering Bid Proposals and the parallel capability to deliver a complex technical publication was required.
FOS interrogated the scope of the document, understood the requirement and brought in specialist Subject Matter Experts (SMEs) to write the document. The tight deadline and graphic requirements were managed by FOS and the document was delivered to time, exceeding the original scope and with enhanced technical graphics incorporated.
Outcomes
- Publication in use by the Royal Engineers for operations.
- Scope exceeded as an additional chapter requirement was identified and incorporated.
- Delivered within budget.
- Improvements and additions identified for incorporation in the 6-month update.
- 2 yearly reviews thereafter by the Customer.
Acquisition Strategy
- FOS was asked to establish a construction capability in a region of the UK where there was no provision. The capability and capacity of the acquisition as well as the skills required was established.
- A desktop investigation was conducted to determine a shortlist. This shortlist was then interrogated for Partnerships, Frameworks and other legal elements that could impact the acquisition.
- An outline valuation was established for each of the target entities and a strategy proposed.
- Due Diligence was conducted on the technical capability and Contracts of the target entity that was selected.
PFI
An SPV customer had a requirement to review Lifecycle Fund availability on several Building Schools for the Future (BSF) assets to review margin enhancement opportunities and financial liability at handback.
Asset Condition and Maintenance
- A detailed review of the contract terms and the associated asset condition requirements both on an ongoing basis and upon expiry
- Review of Lifecycle fund draw down profile and fund availability
- Confirmation that assets have been maintained in line with the lifecycle obligations
- Clarify historic backlog maintenance obligations.
Outcomes
Following a desktop review of available documentation, it was concluded that further actions were required to ascertain whether any Lifecycle Fund surplus was available for release:
- An asset condition survey of all critical assets to be commissioned
- Full record of maintenance, modifications and compliance documentation to be collated
- Backlog maintenance works to be undertaken
- Forward Maintenance plan to be aligned with lifecycle investment profile as required in the contract and agreed with the client
Bid Support
An existing customer realised that they had a resource gap for delivery of a proposal with a short timeline.
FOS provided the gapped role and supported in other areas to enable a high-quality submission. We ended up supporting Bid Management, Proposal Strategy (including commercial/pricing), mobilisation and TUPE.
FOS provided an external (independent) review of the submission, including quality, commercial and modelling review.
Outcomes
- FOS delivered a successful proposal submission, which has been mobilised and is in a transformation phase
Specialist Pricing
A Customer had a short notice requirement for three separate work packages:
- FM support in a highly regulated environment with a one-month turnaround for a proposal
- PFI Benchmarking exercise to deliver a value metric
- Cost capture and improvement exercise for existing contracts
Outcomes
- The proposal was submitted on time with a competitive advantage and risks known
- The delivery of the PFI contract was benchmarked and value was demonstrated, with a further delivery action plan
- The existing contracts were evaluated and costs to deliver were confirmed. Opportunities for cost reduction and delivery improvement were identified and a plan developed, with the customer, to optimise the contract delivery
Leading Mobilisation
Requirement
A leading national utility provider responsible for managing critical water and wastewater services has maintained a longstanding partnership with a Total Facilities Management (TFM) provider for over ten years. This collaboration has allowed the utility to concentrate on its primary mission of delivering high-quality water services across the country. A major milestone in this partnership was the mobilisation of a new National Water Testing Laboratory — an essential development for national infrastructure. Designed to process approximately 1.2 million water samples each year, the laboratory plays a vital role in advancing environmental protection and public health objectives.
Outcome
FOS was selected to oversee the mobilisation process—an intricate and multi-faceted project requiring detailed planning and cross-functional coordination. A structured mobilisation plan was developed, utilising platforms such as SmartSheet and SharePoint to streamline communication and task execution. Weekly update meetings and monthly workshops ensured alignment and accountability among all stakeholders.
The project incorporated several innovative solutions to enhance both operational efficiency and environmental sustainability. Key features included advanced laboratory testing technologies, automated systems for sample tracking, and energy-efficient design principles. Predictive analytics software was introduced to refine maintenance strategies, alongside the adoption of eco-friendly cleaning solutions to support the facility’s sustainability goals. These initiatives collectively reflected a progressive, future-ready approach that established the laboratory as a benchmark for excellence in its field.
